The word "human" in our current AI laws probably isn't expansive enough to cover our current plans for genetic transhumanism.

anyway so what IF it does include changelings and NT didn't foresee it and the initial bootup template can't be changed* (like seriously the imaging server is locked to only be updated from earth or whatever)
so it's just like everything else in that the command crew will need to pop in an exception (like the NOT_HUMAN rule slot) to the rule set.
which, again, can backfire, but that's the fun.
