More NPCs Just Chillin

Some basic NPCs whos whole deal is to just go around hanging out doing things like cooking or talking about random shit. Make off station areas feel a bit alive. Probably should make it so lings and vamps can't get blood or DNA from em too so those two antags have to go after the station

I like this idea. Do we have the old diner NPCs back, or is it time to have Shitty Bill's Shitty Relatives show up?
